Either works. Piers are usually cheaper and easier on uneven ground; a slab gives you a solid floor and suits a workshop better. We will tell you which fits your ground and your plan.

Can you pour in summer?

Yes, with the timing adjusted. Concrete poured in the middle of a Texas afternoon behaves differently, and pretending otherwise is how a slab ends up with surface cracks.

Is there rock under my lot?

West of town, often. It affects digging more than pouring, and we would rather find it on the estimate visit than on the morning of the pour.
